The District's service area encompasses 129 square miles of southeastern San Diego County, California. Otay facilities serve the water and/or sewer service needs of the people living in the communities of southern El Cajon, La Mesa, Rancho San Diego, Jamul, Spring Valley, Bonita, eastern Chula Vista, EastLake and Otay Mesa along the international border with Mexico. All of the potable water delivered by Otay is purchased from the San Diego County Water Authority, which in turn, purchases it from the region's water importer, the Metropolitan Water District of Southern California.
Otay also owns and operates a wastewater collection and reclamation system, providing public sewer service to approximately 5,000 homes and businesses within the Jamacha drainage basin. At the heart of this system is the Ralph W. Chapman Water Recycling Facility. Every day, the Chapman facility produces up to 1.3 million gallons of high-quality reclaimed water. Through a dedicated pipeline system, the reclaimed water is transported into the eastern Chula Vista area where it is used to irrigate a golf course, elementary and high school playing fields, public parks, roadway landscapes and various other approved uses.
