The Carlsbad Municipal Water District (CMWD) is a subsidiary district of the City of Carlsbad. CMWD's service area covers approximately 85 percent of the City, an area of about 32 square miles. Not all residents receive water from CMWD, some residents may receive water service from the Olivenhain Municipal Water District or the Vallecitos Water District. To determine whether your property is located within these districts, please view the Water and Sewer District maps. Three major services are delivered by CMWD: water, wastewater (sewer) collection, and recycled water.

Otay is a publicly-owned water and sewer service agency, more specifically, a California special district, authorized in 1956 by the State Legislature under the provisions of the Municipal Water District Act of 1911. Its ordinances, policies, taxes and rates for service are set by five Directors, elected by voters in their respective divisions to serve staggered, four-year terms on its Governing Board. The Board meets on the first Wednesday of each month at 3:30 p.m. and the public is invited. Otay is a "revenue neutral" public agency, meaning each end user pays his or her fair share of the District's costs of water acquisition and the operation and maintenance of the public water facilities.

The remainder of the City is served by the Olivenhain Municipal Water District. The San Dieguito Water District is a subsidiary district of the City of Encinitas. The City Council also serves as the Board of Directors of the District.
